Swanton Village Council last week approved the final reading of an ordinance creating a Designated Outdoor Refreshment Area.
The scaled down DORA will be around the intersection of N. Main Street and Zeiter Way. It now only includes a small portion of Main Street at the corners of the intersection with Zeiter Way, a portion of the alley off Zeiter Way, and village property on Zeiter Way east to the village parking lot, according to the map supplied by the village.
It previously included most of Downtown Swanton.
Concerns had been expressed at a previous council meeting regarding the large scope of the DORA as originally proposed. Of particular concern was the DORA being on both sides of the railroad tracks.
The Fulton County Health Department had put together a letter expressing their concern about crossing over the tracks, according to Mayor Neil Toeppe. The mayor and Village Administrator Shannon Shulters met with Health Commissioner Kim Cupp the week before the Council meeting.
“When we met with Ms. Cupp last Thursday she was not aware that there had been further discussions and that boundaries had changed to exclude crossing the railroad tracks,” said Toeppe. “She was satisfied with that boundary change.”
During the Water and Sewer Committee meeting it was noted that the membrane project at the water treatment plant is again delayed due to supply chain issues. Wigen, the membrane manufacturer, has long lead times on getting materials.
It is now expected that work will start in March.
Also at the water treatment plant, they are running the deep well to slowly fill the reservoir. This is due to the low flow in Swan Creek and resulting inability to pump much water from it.
During the Finance Committee report, it was noted that assessments for leaf collection and street lighting will be increasing next year.
The leaf collection assessment will increase by $3.65 to $15.65, due to a cost increase from Lammon Brothers. The street lighting assessment will increase by $6.55 to $38.55 due to a cost increase from Toledo Edison.
Approval of the village’s temporary budget was delayed until the next Council meeting because village officials are waiting on details for increasing chemical costs in the water and water resource recovery departments.
In the administrator’s report, Shulters told Council that installation of the new playground equipment is underway. An electrical line has to be rerouted for the installation due to safety concerns.
She also reported that the first 26 Honor our Veterans banners were hung on Veterans Day and sponsorships and race sign-ups have been flooding in for the Snowflake Shuffle on Dec. 3.
