The Toledo-Lucas County Port Authority Board of Directors recently appointed a new board chairman and vice chairman for 2016. James M. Tuschman will replace Nadeem S. Salem as Chairman, and John S. Szuch will replace James M. Tuschman as Vice Chairman.
Tuschman was appointed by the City of Toledo to the Port Authority Board of Directors on Jan. 19, 2010. He currently serves as Chairman of the Facilities & Development Committee and sits on the Airport Committee.
Tuschman has been a trial lawyer for the past 50 years, currently working as Of Counsel at Barkan & Robon Ltd., and is a lecturer in legal specialties at the University of Toledo. He also serves as the University’s Director of Outreach and Engagement at the College of Social Justice and Human Service. His professional experience includes practice with the law firm of Shumaker, Loop & Kendrick from 1966 through 1985 (partner in 1971).
Thereafter, he co-founded the law firm of Jacobson, Maynard, Tuschman & Kalur, a multistate medical malpractice litigation firm and served as managing principal of its Toledo, Ohio regional office from 1985 through 1997. Tuschman was appointed by former City of Toledo Mayor, Carty Finkbeiner, as Chairman of the Joint Task Force on Intermodal Transportation and Logistics from 2010 to 2011. He was also appointed by Ohio Governor Taft to sit on the Ohio Board of Regents from 2004 to 2012, and served as Chairman from 2009 to 2012. Tuschman received his Bachelor’s Degree in Business from Miami University in Ohio and his Juris Doctorate Degree from The Ohio State University College of Law.

Szuch was appointed by Lucas County to the Port Authority Board of Directors on Sept. 30, 2008. He currently serves as Chairman of the Finance Committee, and sits on the Facilities & Development Committee and the Seaport/Surface Transportation Committee.
Szuch is an Executive Officer of Signature Bank – a $730 million regional bank, headquartered in Toledo. Szuch was formerly Chairman of Fifth Third Bank of Northwestern Ohio, and was a co-founder, Chairman, and Chief Executive Officer of Capital Bank. Szuch received a Bachelor’s Degree of Business Administration from The University of Toledo, attended the MBA program at the University of Michigan, and completed his MBA at The University of Toledo. Szuch completed the University of Michigan Graduate School of Banking and Financial Services Program and is also a graduate of Sheshunoff banking programs.
“The Port will have another strong year in its financing and development activities, with interest rates rising slightly during 2016; and activity at Toledo Express should continue to be solid, with seaport activity levels comparable to what we saw this year,” said Szuch. “The local economy will be driven by highway and residential construction, and unemployment should continue to decline with full employment in the building trades and continued growth in manufacturing. All in all, 2016 should be a good year for the northwest Ohio economy.”
The Toledo-Lucas County Port Authority Board of Directors consists of 13 members – six appointed by the mayor of the City of Toledo, six appointed by the Lucas County Commissioners and one joint appointment from both the city and the county.
